According to Epigraphik-Datenbank Clauss/Slaby (See www.manfredclauss.de) this reads

 

N(umerio) Velasio Grato

vix(it) ann(os) XII       [CIL X 1041]

 

Mau translates this as “To the memory of Numerius Velasius Gratus, who lived twelve years”.
